We map what we found against the BGS Framework — examining whether Beliefs, Behaviors, and Systems are coherently aligned across Vision, School Design, and Schooling. We identify the root causes of performance gaps and separate symptoms from causes. Most importantly, we determine which gaps are highest-leverage.
